"In the sphere of executive work the problem of sanctions for negligence arises in a different but no less serious form. It has been well said that, while the last resort of a competitve econmy is the baliff, the ultimate sanction of a planned economy is the hangman."
Q: So a planned economy would be better because the best sanction is to be the head in charge and in a competitve society the last sanction is to be given orders or in this case is being in charge worse?
A: As the manager your success depends on the workers yet as a worker your success depends on just you. But in the planned economy the best is the worst and in a competitive the last, which is usually referred to as the worst, is the best. It really depends wether you are baseing which is better upon ranks or actual duties. If its upon ranks than a planned economy would be better but if its upon duties than a competitve economy would be the best. So either one could be right, but in my opinion ranks are of no importance although its what everybody looks at, duties should be more important to the individual so i would go with the competitve in this case.
