Q: Is it not important to save yourself before you can save others, if your country is not functioning as one then how can all countrys function together as one?
A: Yes you run into a problem that when you are employing whatever measures desirable to you, because they might be so undesirable to another country that you are indeed hurting that country, but you make it up in the end. Its kind of like a friendship, at times you have to do things for you no matter who it may hurt but you go back and fix it, a country after war would make a peace treaty and friends would discuss it and promise to never do it again. You cant make others happy until you are happy, if your country is fighting and always in war you cant expect them to unify to create peace with the world.
