Q: Why can't the ideal of the Rule of Law be perfectly achieved?
A: "[The] legislators as well as those to whom the administration of the law is entrusted are fallible men[.]" (80)
Quick question: Could this also say that the reason the ideals of the Catholic church can never be achieved is because the pope is, infact, fallible?
